Walgreens - combine the $3 Huggies manufacturer coupon with the $3 Huggies Instant Value Coupon in the January monthly booklet; there is also a 'spend $30 get 5,000 Balance Rewards Points' deal on Sunday through Tuesday. 

CVS may also have a deal if your baby uses Huggies Size 1 diapers, $8.49 for a Jumbo Pack and it looks like the $3 coupon matches the 38ct+ requirement.
